Effectively, this is a declaration by the manufacturer that the product meets all of the mandated provisions of relevant European standards. CE marking provides customers with reassurance of product quality compliance and gives producers easier access into all European Union and European Economic Area (EEA)) markets, to sell their products without adaptation or re-checking. CE marking update
CE marking for bituminous binders moved a step closer with the citation in the Official Journal of the EU of the harmonised standards for paving grade bitumen (EN12591), hard paving grade bitumen (EN 13924), bituminous emulsions (EN 13808) and cutback and fluxed bitumens (EN15322) and, most recently, polymer modified bitumen (EN 14023).
Since the 1st January 2011 CE marking is compulsory for the harmonised standards for paving grade bitumen EN12591, hard paving grade bitumen EN 13924 and bituminous emulsions EN 13808. From the 1st June 2011, the same regime commenced for cutback and fluxed bitumens, EN15322.
As 2010 drew to a close, EN 14023 was finally cited in the Official Journal of the EU as a harmonised standard. Now the process begins for introduction into national legislation. The coexistence period commenced on 1st January 2011, permitting voluntary CE marking as soon as a producer’s production control system has been certified by a notified body. CE marking will become compulsory for polymer modified bitumens from 1st January 2012.
